Oracle SOA Composer is a Web-based application that allows you to work with the DVM and Business Rules Runtime but by default the Oracle SOA Composer is disabled in Soa Suite 11g installation and to enable it do the following:

In your browser go to the address http://localhost:10000/console

Note: The port 10000 is the number that I chose to create my Domain.

Login:

Click Deployments

Search for composer and see that he is with the State Installed

Now click the composer name, go on targets tab, select the box next to Component, and then click Change Targets.

Mark the combo AdminServer and click Yes

Now click again on deployments and see that composer is already active

In your browser go to the address http://localhost:10000/soa/composer/faces/login.jspx

Note: The port 10000 is the number that I chose to create my Domain.

Login and click Open, see that you now have access to the Business Rules and DVM and these can be edited at runtime, that is, it is not necessary to download and upload your Domain to enable the edited rules.
